Best Time to go to the Fabric District?

I'm just wondering when the best time to go to the fabric distric is? I severley dislike traffic so would a weekday around 10-11 be okay. I cannot remember what time of day I went last time but it wasn't too bad. Oh and what is the actual name of the street. I can't remember that either. Thanks a bunch!

I think that time would be fine... just avoid morning rush hour times and probably the lunch rush.
