So the auto co's *can* make super clean cars....they just dont *want* to loose the profit. I realize that the article also said that dealerships cant sell to people who live out of the states included or they'll face a fine (if someone could explain the logic behind that, feel free....)...but if the cars *were* in all markets...then it wouldn't be an issue in the first place.

This to me is why we need regulations covering environmental issues in a nutshell. Left to their own devices, companies will do whatever maximizes their profits, regardless of it's impact on the environment at large. A business is designed to MAKE MONEY, not be an ethically sound operation. There *has* to be boundaries set in place.

My Civic's a ULEV (http://en.wikipedia.org/wiki/ULEV)-- ultra low emissions vehicle. I never once thought about where it was or wasn't legal to buy. I wonder if this even applies to cars bought used?

Of course they want profit. Screw the environment. You know how much money the dealerships lose when they can't maintain the car they just sold you?

That's why they have a stupid law like that, just to make it more difficult for people to purchase clean cars but they can say, "Hey, we don't suck, we are building environmentally safe cars!" Great for PR.
