The size of hoop typically depends on what era you're trying to costume for.
Renaissance & Elizabethian ... big and hoopy should be fine.

Most bridal hoops-- which are the most popular ones-- are big and swingy and bell-shaped, which is more a Victorian thing. Elizabethan hoops, or farthingales, more correctly-- were cone-shaped and not terribly huge. They also had reinforcement running from waist to hem, which made them stronger for the heavy fabrics they had to support, but also stiffer.
Just something to keep in mind.
